The second wave of reform took the form of school restructuring, and
combined three complementary elements: (a) a call
for higher and common
expectations for ALL
students, (b) an emphasis on new and more challenging teaching practices, and (c) dramatic changes in the organization and management of public schools (Elmore, 1990).
