On average, states include
school quality or student success indicators as approximately 14 percent of elementary and middle
school ratings and 26 percent of

classification for not meeting this requirement.22 In three states — Illinois, Nevada, and Tennessee —

highest level of proficiency; receive zero points for proficiency; or receive an F on the achievement indicator for the given group of students, respectively.23
Accordingly, as states consider the three
school classification designs detailed in the next section, they may want to identify where and how they can strike a balance between disproportionately
high and low weighting of subgroup performance.
Yet
classification systems have often received negative attention because they have been more often associated with
high - stakes shame and punishment practices than with continuous
school improvement.1
In addition to their role in comprehensive accountability, districts can innovate locally to inform statewide
school classification systems by developing and testing measures in the absence of
high - stakes.
States should then introduce newer measures for use in
school classifications once they have collected data that are valid, reliable, and not subject to manipulation in a
high - stakes environment.
