The UK Government's Report sought to
highlight numerous difficulties an independent Scotland would encounter, reiterating that Scotland would no longer enjoy the services of the Bank of England nor those of the security and intelligence agencies; it would have to rebuild numerous public organizations, establish border controls and assume an equitable share in the UK's national debt and liabilities.
