With new Common Core initiatives, impending new tests, controversies surrounding teacher
evaluation, tightening financial realities, and a plethora of competing reform agendas devised without input from those who actually
work in schools, we were not sure
how educators would respond.
She describes the hard -

how New York state's new educator
evaluation system would harm the
work they do:
I now know firsthand
how uplifting and difficult being a teacher can be, and
how myriad policy decisions affect the
work I do every day: implementing the rigorous standards known as the Common Core; modifying No Child Left Behind / ESEA to address its shortcomings, such as simplified curricula due to testing; establishing new
evaluation systems that rate teacher effectiveness and, I hope, provide us with support and feedback to get even better.

how the Marzano Teacher
Evaluation Model provides a common language of instruction so that teachers, students, and leaders can

how two states, Illinois and Delaware, have approached
evaluation, and provides a tool from its model - development
work, an assessment that states can use to determine their degree of «readiness» for building a stronger system to evaluate principal preparation programs.
Another superintendent from a district that was part of the pilot tryout of the new
evaluation process said it has already improved
how teachers and administrators communicate and
work together.
Officials for the school district say they
worked jointly with the local teachers» union to agree on
how state - generated test - score data would be interpreted, and took pains to make the
evaluation instrument clear, to help make those finer distinctions in performance.
That includes observations and may also include certain artifacts of the teacher's
work, like lesson plans, curriculum units, student
work, et cetera... You need well - trained evaluators who know
how to apply that instrument in a consistent and effective way... You want to have a system in which the
evaluation is organized over a period of time so that the teacher is getting clarity about what they're expected to do, feed back about what they're doing, and so on.»
The regulations adopted by the New York State Board of Regents based on the 2010 law changing
how the
evaluations must
work includings a line that says the new
evaluations must be «a significant factor in employment decisions such as promotion, retention, tenure determinations, termination, and supplemental compensation,» as well as
how teacher and principal development is approached.
In addition, more seasoned teachers will have a personal budget to spend on professional development, and more input on
how their job
evaluations will
work.
For example, teachers and other community leaders from Teach Plus, Future is Now Schools, and Communities for Teaching Excellence have
worked over the past year to develop a strong set of recommendations for
how to best incorporate AGT (Academic Growth over Time) into the new district
evaluations that have already been piloted by 900 teachers and principals.
Decided to conduct surveys of local Professional Development and
Evaluation Committee (PDEC) members and teachers to get feedback on
how the PDEC process is
working and review the findings at the next PEAC meeting.
What it means: The Christie administration is pushing hard to sell the new measures as a central piece of the new
evaluation system, with public events across the state to explain
how the process will
work.
The truth is that school administrators may not be doing their job, but the law couldn't be more clear and forthright about
how teacher
evaluations are supposed to
work.
As part of each teacher's regular
evaluation, some districts already look at student test score data that demonstrate
how much students advanced while
working with that teacher (value - added data).
