The star of Channel 4's Benefits Street was also a star of the fringe circuit, effortlessly transferring her plain - speaking manner to
the ICC.
In formally arresting Taylor and her colleagues after they had already been de facto detained by the militia, the NTC has sought to hamstring
the ICC's efforts.
The candidacy of Uhuru Kenyatta and William Ruto, both facing trial at the International Criminal Court (
ICC) for their alleged role in the 2007 - 08 violence, served as a grim reminder that justice has not been prioritised in Kenya's broader reform effort.
Jude Sabio, a Filipino lawyer, has presented a complaint to the International Criminal Court (
ICC) stating that the president has «repeatedly, unchangingly and continuously» committed extra-judicial executions or mass murders over three decades, amounting to crimes against humanity.»
Taylor is merely a pawn in a larger conflict between the proactive
ICC led by Luis Moreno Ocampo, who is eager to secure Saif's extradition, and Libya's interim government, which is reluctant to turn over the most prominent living symbol of the regime it overthrew.
Elsewhere in the security services, after Police Commissioner Hussein Ali was indicted by
the ICC for initiating violence in the 2007/8, Kibaki replaced him with Mathew Iteere, former General Service Unit Commandant, in September 2009.
Cognisant of these challenges, yet reluctant to relinquish its most prized prisoner, the NTC understood that another acrimonious meeting with
ICC defense counsel would be detrimental to its goal of trying the younger Qadhafi in Libya.
This intriguing revelation by
the ICC didn't come as a surprise to some of us who have been following this case since 2010 and have always been of the view that the Supreme Court of Ghana erred in linking Mr.Woyome's claims for works done for the state in 2005 to a waterville contract in 2006 on which basis it asked Mr.Woyome to refund all his entitlement paid him.
Surrendering Saif to
the ICC would be seen by most Libyans as an abject failure.
However what was shocking was a deliberate attempt by the media to twist the facts as presented by
the ICC and to create a wrong impression in the public domain.
The French and British have reiterated these threats, Britain's Foreign Secretary, William Hague, saying that all Libyans accused of war crimes should be tried by
the ICC.
The simmering tensions between
the ICC and Libya were bound to explode after Taylor's last meeting with Saif on March 3.
In the latest twist, as the NTC has absolved their fellow Libyans of any wrong doing by forcing
the ICC to apologize, the Guardian reports that Libyan Prime Minister Abdel Rahman Al - Keib stated that Taylor won't be released because she «compromised Libyan national security.»
Kenyatta and Ruto's comments on their indictment by
the ICC have not revolved around refusing to participate but their feeling that Odinga should also be tried..
Such an outcome would probably mean subsequent refusal by Kenyatta to participate in
the ICC process, which would in turn work to stabilise the impunity of Kenya's elites.
The Jubilee Alliance would use this framing of their opponents» stances to reject
the ICC proceedings if they come to office, arguing it to have been a dishonest attempt to sabotage their reputations.
To resolve this impasse, on June 19th representatives of Libya's National Transitional Council (NTC) purportedly suggested to the Australian Foreign Affairs Minister, Senator Bob Carr, that Taylor might be released if only
the ICC apologized «for breaches in protocol», and on Friday, June 22nd
the ICC expressed its «regret» that Ms. Taylor's actions gave «rise to concerns on the part of the Libyan authorities».
Depending on the severity of the atrocities already committed and the health of the ruler, we might consider allowing a head of state to negotiate a number of «freedom years» before facing
ICC prosecution.
Over time, as the norms of
the ICC gradually take root, the period of negotiated immunity would decline.
For Gbagbo, the question of how secure he will be from
ICC prosecution will no doubt play a critical role in surrender negotiations and considerations of exile.
But as Gbagbo, Gadhafi and other despotic leaders have shown, the possibility of
ICC prosecution at some future time is not always enough to deter mass killings.
If
the ICC can bring the six to justice it will serve as a potent symbol that political leaders are not above the law.

Part of the rationale in establishing
the ICC was to deter those in power from committing atrocities.
Once the freedom years are up, the host state would be responsible for handing over the individual to
the ICC.

If endorsed and guaranteed by
the ICC, the United Nations Security Council, or powerful states, this form of temporary exile could provide a credible exit option.
This is where
the ICC case comes in.
A precedent for head of state refusal to comply with the Rome Statute of
the ICC has already been set by President Omar al - Bashir of Sudan.
Despite being suspected of crimes against humanity by
the ICC, Uhuru Kenyatta holds a three-fold unique position in the eyes of Kenyans: He is the son of independence leader Jomo Kenyatta; he is believed by many to be the richest man in the country; and he is considered a natural representative of out - going President Kibaki's core ethnic region, the Kikuyu (the single largest tribe in Kenya).
[xvi] However, because Kenyatta is due to stand trial in the month following the elections, this presidential race constitutes for him an all - or - nothing fight, which he needs to win if he is to avoid participation in
the ICC process.
The third factor increasing tension is the presence of two political candidates due to begin trial at the International Criminal Court (
ICC) in the month following the election.
The big challenge to Kenyatta's rule will be his trial at the International Criminal Court (
ICC), which is due to start this July and seems certain to become a stumbling block for Western diplomats seeking to work with him.
However we judge that if the Palestinians were to build on this resolution by pursuing
ICC jurisdiction over the occupied territories at this stage it could make a return to negotiations impossible.

Kenyatta said numerous authorities had raised concerns when the treaty of Rome created
the ICC.
For
the ICC to remain viable, it also can not be perceived as the backdoor by which Western powers target their political enemies.
When petitioning the UN Security Council to delay
the ICC trial, [ix] Kenyatta, Ruto and Kalonzo Musyoka formed what came to be described as the «KKK» political alliance after the three ethnic groups the candidates are understood to represent (the Kikuyu, Kalenjin and Kamba, respectively).

What the international community needs to guard against is allowing
the ICC to become a tool that Western liberal democracies can impose on developing country leaders who have fallen out of political favour.
Fortunately, the International Criminal Court (
ICC) has enough gaol rooms for war criminals.
Lang is unable to leave the United States for fear of arrest, as it is one of the few countries that does not recognise
the ICC.

ICC has also caused confusion for John Major, who thinks he's been invited to the International Cricket Council.

The ICC represents extraordinary progress in delivering justice after atrocity.
