If we (superintendents) can create a collaborative learning community to help increase our ability to
identify powerful instruction and consider the leadership implications for each of our school districts, we will be able to provide more strategic and targeted leadership necessary to improve teaching and learning for all students.

identify trends over time and pinpoint any exceptions; make comparisons; and determine areas that need attention so they can make informed decisions about the
instruction and resources that support student learning.
