In the wake of the corruption scandal that brought down former Assembly Speaker Sheldon Silver at the beginning of this year, Gov. Andrew Cuomo proposed a package of
ethics reform measures and vowed to force the Legislature's hand in accepting it as part of this year's budget deal — even
if that meant shutting down the government.
If passed, the
measure would dramatically expand on a pension forfeiture provision of a 2011
ethics reform package that only applied to public officials not already in the state pension system at the time — that is to say, no sitting lawmakers.
