Much has been written about the controversy surrounding performance - based
school closures, but there has been no rigorous assessment
of their
impact on student achievement.
To determine which hypothesis was more accurate, we assessed the net
impact of the phase - out process on a range
of outcomes for the 9,600 9th - grade students who were beginning their high
school careers at a
closure school just as that
closure was announced.
Future work on
closures should examine such factors as staff composition and mobility, faculty and student morale, and interpersonal relationships, to achieve a richer understanding
of how
closures impact school communities and student outcomes.
In order to assess the
impact of a
closure decision on graduation rates, we first predicted rates for the phase - out cohort if their
school had not been slated for
closure, based on their characteristics and the prior trend in performance at their
school.
While students at both groups
of schools did better than the trends projected in the years studied,
closures produced positive and statistically significant
impacts on several key outcomes for displaced students versus those in the comparison group (Figure 5).

We must register one caveat that tempers the positive findings on
closures: When students displaced by
closures enter their new
schools, it is possible that they negatively
impact the learning
of students who had previously attended the
school.
The reason is that authorizers use accountability plans to make high - stakes decisions — such as
school corrective action, non-renewal, revocation, and
closure — that directly
impact the hundreds or thousands
of families whose children are enrolled in charter
schools.
Their most important finding is that
school closure has significant positive
impacts on the achievement
of displaced students.

school closures with experienced financial aid and academic advisors across the country to help navigate the options available.
As noted on the Department
of Veterans Affairs (VA) GI Bill website, the VA does not have the legal authority to restore GI Bill benefits to veterans who are
impacted by a
school closure.
