The Democratic - led Assembly previously approved a two - year delay in

The power of that approach was amplified by another school - improvement effort: Skandera's department had also been reworking the state's end - of - course exams and early - grade
assessments, as part of its efforts to
implement Common Core standards.
And when trying to
implement large - scale initiatives like the
Common Core State Standards that require rethinking professional learning, curriculum and instructional materials, family engagement activities,
assessment and other aspects of the education system, collaboration is particularly important.
The most extensive cross state effort to
implement the
common core standards is being undertaken by the two state consortia that are developing the
assessments to measure student performance against them.
That undertaking became steadily more controversial, however, as the standards were
implemented and tests were devised to measure student performance against them (see «The Politics of the

The Smarter Balanced
assessment system is a key part of
implementing the
Common Core State Standards and preparing all students for success in college and careers.

To avoid initiative fatigue and help teachers
implement Colorado State Standards — the state's version of the
Common Core State Standards — they created extensive support systems like SchoolVault, an online formative
assessment tool, and pilot programs to provide trainings for Literacy Design Collaborative (LDC) and Math Design Collaborative (MDC).
On top of all that we approved virtual schools, unlimited charter schools, put undue pressure on teachers and principals by adopting an
assessment tool that is unnecessarily bureaucratic, adopted the
Common Core, and are preparing to
implement a new
assessment called PARRC.

Common Core effort, the role of the Gates Foundation in the standards» creation, the lack of field testing of the standards, and the way in which the standards have been
implemented in the midst of changing
assessment and teacher evaluation policies.
A sign of the state's commitment to the
Common Core was the agreement by Brown and the state Legislature to allocate $ 1.25 billion for districts to spend on
implementing the standards during the 2013 - 14 school year — specifically for professional development, instructional materials, technology upgrades to ensure smooth administration of online
assessments, and for other purposes.
The costs of
implementing the standards, or costs associated with the two consortia of states developing
assessments tied to
Common Core, have caused a number of states to drop out.
The greatest threat to the
Common Core may not be at the national level, but at the school and district level, where teachers may struggle to
implement the standards, parents try to understand them and students adapt to a whole new set of tests and
assessments.
The overall outcome was widely anticipated, and California is not alone — many other states that are
implementing the
Common Core standards and new
assessments saw lower shares meeting their new standards than their old standards (Butrymowicz and Felton 2015; Harris 2015).
The District is embarking on a massive roll out of professional development and technology tools that will prepare teachers and students to
implement the new, and highly more rigorous, state education
Common Core standards and student
assessments.
