And it is time for the United States to develop and
implement a national climate change preparedness and impacts
adaptation strategy.
Farther south, New York City has taken numerous steps to
implement PlaNYC, a far - reaching sustainability plan for the city, including amending the construction code and the zoning laws and the implementation of measures focused on developing
adaptation strategies to protect the City's public and private infrastructure from the effects of climate change; 26 some major investments in protection have even been conceptualized.
Key uncertainties looking forward include: 1) the extent to which proposed
adaptation strategies will be
implemented given a range of factors including competing demands and limited funding; 2) the role of the private sector and individual action in
adaptation, roles which can be difficult to document; 3) the extent of the federal role in
adaptation planning and implementation; and 4) how changes in technology and the world economy may change the feasibility of specific
adaptation strategies.11
