Under provisions of the current
continuing resolution,
federal research
funding would total $ 55.2 billion for FY 2007, a 2.6 percent decrease that would mark the first year - to - year decline
in at least three decades.
A new interactive online tool, launched today by AAAS, makes it easier to spot U.S.
federal funding trends such as the
continuing rise
in mandatory spending for programs such as Social Security with spending levels set by law, a shift which has left a smaller percentage of the overall
federal budget for science and other so - called «discretionary» expenses.
But just how close adult and reprogrammed stem cells can come to matching the capabilities of embryonic stem cells has become a contentious question
in the debate over whether the
federal government should
continue funding research on embryonic lines.
Under current
federal budget projections, the suffering
in bioscience will
continue, but physical science
funds are
in the midst of doubling.
While politicians are still working on the final wording of the amendment, «[t] he agreement spells out that the
federal government will also
continue its
funding of several key programs that have boosted research budgets
in recent years, such as the Joint Initiative for Research and Innovation — which
funds nonuniversity research organizations like the Helmholtz Association and the Max Planck Society — and the Excellence Initiative, which allows universities to compete for extra
funding for special projects and the title of «elite university.»»
The agreement spells out that the
federal government will also
continue its
funding of several key programs that have boosted research budgets
in recent years, such as the Joint Initiative for Research and Innovation — which
funds nonuniversity research organizations like the Helmholtz Association and the Max Planck Society — and the Excellence Initiative, which allows universities to compete for extra

And as
federal and state
funding continues to hang
in the balance, along with ever - increasing competition for grant dollars, this makes looking for alternative
funding sources a priority.
We hope that Congress will
continue on a bipartisan path toward a final omnibus bill for fiscal year 2018 and urge members to raise the budget caps for discretionary spending, which is how the majority of
federal research and development is
funded,» said Holt
in a statement.
However, mandatory
funding expires starting
in 2016 and given the push to trim the
federal budget there is no guarantee that lawmakers will
continue to support enhanced
federal funding in the coming years.
The members of Norman Augustine's 2005 National Academies panel
continue to call for an immediate doubling of
federal investment
in basic science, arguing that basic science is a quintessential public good that only the
federal government can properly
fund.
Closing costs are «money that would have been better used to support research that ultimately could have
continued to combat diseases like AIDS and Parkinson's, rather than shutting down a productive research enterprise, mothballing a valuable research campus, and walking away from» millions
in federal funding, said R. Paul Johnson, a former director of the primate center who now leads the Yerkes National Primate Research Center at Emory University.
Many U.S. scientists had hoped to ride out the steady decline
in federal funding for biomedical research, but it's
continuing on a downward trend with no end
in sight.
OMB's role
in the budget process does not end when Congress passes and the President signs the annual appropriations bills (or,
in more recent years, the
continuing resolutions to provide
