funds proposed to offset cuts
in state
funding would
mean that, for the first time, the federal
government would be directly covering the cost of basic school operations.
In most democracies «public education» simply
means that
government funds and regulates, but does not necessarily operate, a wide variety of schools.
The federal
government has had a long interest
in ensuring that its
funds go to providing extra services for schools serving poor kids; the problem is that state and local budgeting practices have long
meant that poor schools
in many places get less money to begin with.
Yet despite
Government pledges to make early years central to tackling inequality and enhancing social mobility, the
funding per child has been frozen since 2013 - 14,
meaning a 4.5 % cut per child
in real terms.
Rising pension and national insurance costs, coupled with new pressures such as the apprenticeship levy and hiring targets,
mean schools are losing money despite a pledge by the
government to protect core schools

government said this was unfair and
meant that for seven months of the first year, pupils
in those free schools were «double
funded».
She added: «The
government's decision to freeze school
funding means that even a 1 % pay increase this year will lead to cuts elsewhere
in schools - but its decision to allow schools to decide whether teachers get any increase

Further, the report said that most of the money going to public schools comes from state
government, and so a reduction
in taxable state income, off - set by this loophole,
means less state
funds go to public education.
The
government says the new formula is needed to tackle uneven levels of
funding across England, with the best
funded areas getting more than # 6,300 per pupil per year, while the worst -
funded averaging just # 4,200 - but there are concerns that while some schools will benefit, a new formula could
mean some schools
in areas of need facing budget cuts.
Yet critics of the French system say that spreading
government funds across the two sectors
means all schools are stretched thin, leaving some public schools,
in particular, without the resources they need to serve the students they have.
But the LGA said the crunch
in primary schools
meant that despite the creation of nearly 90,000 places
in the past academic year, and the
government committing # 2.35 bn
in places
funding for up to 2017, an extra 130,000 were needed before September 2017.
The
government ultimately wants all state -
funded schools
in England to become academies -
meaning they would be semi-independent, with greater control over the curriculum, the school day and pay and conditions of staff.
