NCECDTL advances best practices in the identification, development, and promotion of the implementation of evidence - based child development, teaching and learning practices that are culturally and linguistically responsive and lead to positive child outcomes.
Among Losen's recommendations for the district are more regular monitoring of disaggregated data on identification, placement, and disciplinary action; training of adults in multi-cultural competence; and the use of intermediate interventions before special education placement and of alternatives to suspension (e.g., restorative practices).
However, many of these students are denied the opportunity to maximize their potential because of the way in which programs and services are funded, and / or flawed identification practices.
