It expands reporting statutes to provide that failure
on the part of a superintendent or principal to make required reports would be a Class A misdemeanor; if the person was found to have intentionally concealed an employee's
criminal record or an alleged
incident of misconduct the failure to report would be a state jail felony.
The
incident started back in December 2006, when a trial judge remarked,
on the
record, during a
criminal sentencing proceeding, «You can't offend the kangaroos up there in kangaroo court.»
