California has identified English learners based on how well they do on the language development test but has left it up to districts and students» teachers to also weigh a mix of factors,
including teacher judgment, scores on other standardized academic tests and parent consultations.

According to PEAC members, some of the issues that PEAC and state officials should look at
include the requirement that statewide test data be
included in evaluations, the strict formulaic approach of the system that limits
judgment and takes an inordinate amount of time away from teaching and learning, specified

Indeed, I think my daughter's
teachers should be counseled and supported (and provided with some professional development that
includes basic civics instruction on what public school
teachers can not do), but frustrated as I am with their
judgment regarding the candy, I don't think this alone is anywhere near a firing offense.

include a reduction in time spent on testing, the ability for
teachers to use their own
judgment and expertise to determine what skills their students need to focus on, and an increase in cultural relevancy on the required assessments for students in urban Title I schools like hers (no more questions for city kids about sail boats or babbling brooks!).
