feedback and opportunities to develop and refine their practices.26 As their expertise
increases, excellent
teachers want to take on additional responsibilities and assume leadership roles within their schools.27 Unfortunately, few educators currently receive these kinds of opportunities for professional learning and growth.28 For example, well - developed, sustained professional learning communities, or PLCs, can serve as powerful levers to improve teaching practice and
increase student achievement.29 When implemented poorly, however, PLCs result in little to no positive change in school performance.30
They say the performance management solution is helping them improve process consistency and transparency, comply with strict evaluation requirements, and deliver comprehensive

teachers —
increasing their effectiveness and ultimately improving student outcomes.
It's about creating conditions where all staff, especially
teachers, can rapidly

teachers today say that they are less motivated than previous generations by a career in which their work responsibilities do not change over the course of their employment.16 Moreover, young
teachers want to receive frequent
feedback on their teaching, and they want to be rewarded for proving their ability to help students learn.17 Career pathways can provide young
teachers with the
feedback and mentorship that they report are lacking.18 Additional pathways can provide opportunities for these
teachers to grow and excel, which is critical in order to
increase student achievement and retain great
teachers.
Coaching was intended to extend professional development and
increase teacher capacity through multiple layers of support that included lesson demonstrations, observations with
feedback, and guided
teacher reflection and goal setting.
To promote cultures of continuous growth, schools and school districts should encourage and support
feedback loops, honest coaching conversations, and collaboration toward improved student outcomes.59 A recent report found that when
teachers are more open to
feedback, their evaluation scores are more likely to
increase over time.60 Furthermore, the introduction of new
teacher evaluation systems in recent years has created an opportunity to provide
teachers with much more effective
feedback and to more intentionally target professional learning to individual
teachers» needs.61 When professional learning is rooted in collaboration and meaningful opportunities to apply new skills, these systems can become essential components of evaluation systems that support
teacher growth.62
Without alignment, consistency, and transparency across all of these stakeholders on what should be observed, what quality teaching looks like, and how
feedback reaches not only the
teacher but the network - support leaders, we are missing out on an opportunity to
increase the impact on our students.
Because
feedback is a critical component of effective professional learning, schools and school districts should also
increase the capacity of
teachers and school leaders by providing training on the qualities of actionable, supportive
feedback, and also ensure that
teachers and school leaders have the time to give, receive, and incorporate
feedback.
Likewise, residency programs should provide resident
teachers with the opportunity to learn and receive
feedback from master
teachers and gradually assume
increased responsibility within a real school environment.
The
teacher evaluation system will start by weighting
teacher practice more heavily and slowly
increase the weight for both student growth and student
feedback over time.
Recent research demonstrates that
teacher mentoring programs with intensive and regular observation and
feedback and collaborative lesson and grade groups, are key to
increasing active collaboration among
teachers.58
[7] Other researchers developed a model to predict this variation and found that five policies, including «frequent

increases and literacy instruction improves, windows open in which I can start offering
