First identified by William Jevons in 1865 — when he noticed more efficient engines
increased rather than reduced coal use, as engines were put into more widespread use — the rebound effect for higher yields could see
food prices drop, encouraging greater consumption, more
food waste and even more
conversion of habitats to farmland.
Thus, absent fossil fuels, global cropland would have to
increase by 150 percent to meet current
food demand, but
conversion of habitat to cropland is already the greatest threat to biodiversity.
It is now clear that the federal corn ethanol mandate has driven up
food prices, strained agricultural markets,
increased competition for arable land and promoted
conversion of uncultivated land to grow crops.
An example is the EU and US mandated
conversion of
food to biofuel (which is and will result in a massive loss of tropic forest and unsustainable
increase in the cost of
food).
Thus, to the greatest extent possible, policies at all levels should be designed and implemented to meet four goals: (i) In sustainable ways, maintain and
increase the security of
food supplies for
food insecure people, particularly in developing countries; (ii) Enable small - scale
food producers and other vulnerable populations to become more resilient to climate change; (iii) Sustainably reduce emissions from the agricultural sector; and (iv) Reduce emissions from the
conversion of other land to agriculture.
The paper, written by Jaboury Ghazoul and Lian Pin Koh of ETH Zurich and myself in September 2009, posits that by
increasing the opportunity cost of
conversion of forest land for agriculture, REDD will potentially constrain the amount of land available to meet growing demand for
food.
