In the wake of unrest over a
grand jury's
decision not to bring an
indictment in the Eric Garner case and the murder of two police officers, Mario Cuomo, who had governed during the days of strife in Benonshurst and Howard Beach, had become concerned with division in the city along racial and class lines, Mr. Cuomo said.
