The CNA study in Kentucky and Chicago included four years
of individual student records in grades 10 and 11 and used the ACT and the PLAN test (a preliminary precursor to the ACT exam) in math, reading and science.
The researchers had access to
individual student records, and could assess student progress over three years of testing.
Individual student records are protected by the Federal Education Records and Privacy Act (FERPA).
Although New Jersey assigns teacher identification numbers, it can not match individual teacher records with
individual student records.
New Jersey should ensure that its state data system is able to match individual teacher records with
individual student records.
