Instead of the averages, you
use individual student scores and still divide by the average standard deviation, thus quickly determining which students still need to develop their understanding.
The district
sent individual student scores to parents beginning in August through early September, which show year over year progress for students and how students fared on different areas of the test.
States and school districts that receive Title I funds are required to participate in the NAEP; however, the test is voluntary for students and does not
produce individual student scores.
Individual student scores are reported to parents by mail.
Therefore the SGP model is focused at the student level, and
individual student scores are aggregated to the classroom level to obtain a measure of teacher performance; typically the median (or mean) student growth percentile for each teacher's students becomes the teacher's SGP score (the «average» growth of the teacher's students).
However, I am assuming that
individual student scores will be made available to parents, and the school will get results as well.
But privacy regulations would prevent reporting of this achievement, because it would let the public know that
every individual student scored well on the test.
