An extreme provision that would have required school - based sex education to focus exclusively on abstinence and block the inclusion of
information on contraceptives, sex outside of marriage or homosexuality was vetoed by Utah Gov. Gary Herbert.
The curricula were considered weak in a number of areas: They emphasized abstinence; lacked adequate basic
information on contraceptives, condoms, sex and sexual health; excluded key topics such as reproduction, STIs, abortion, access to condoms and sexual health services; and omitted other social and contextual aspects, such as harassment and parental monitoring.
