change)(remember that ecosystems provide us with ecosystem services), etc, and / or investment in the economy in general so that more resources will be
available in the future to compensate for losses and pay for adaptation.
The intent of the
changes was to allow PBC
infrastructure and resources to be used by more than one group of native title holders, thereby encouraging economies of scale and better use of the limited resources
available to the PBC sector.
