However, the ALRA (NT) does provide for flexibility and change in Aboriginal aspirations and needs, 92 through existing rights to grant leases and other interests in Aboriginal freehold land, even though improving the economic lot of Aboriginal people was not
an initial purpose of the Act.93 The leasing provision of the ALRA (NT) have been described as a means by which Indigenous people connected in a traditional way with the land are legally able to use their country in a non-traditional way if and when an Aboriginal consensus to do so exists.
