boroughs are Camden, Greenwich, Hackney, Hammersmith and Fulham, Islington, Kensington and Chelsea, Lambeth, Lewisham, Southwark, Tower Hamlets, Wandsworth and the
City of Westminster (sometimes referred to as the «
inner London
boroughs»); and Barking and Dagenham, Barnet, Bexley, Brent, Bromley, Croydon, Ealing, Enfield, Haringey, Harrow, Havering, Hillingdon, Hounslow, Kingston - upon - Thames, Merton, Newham, Redbridge, Richmond upon Thames, Sutton and Waltham Forest (the «outer London
boroughs»).
A recent Tory campaign to «Keep Havering Safe», for example, was accused of «dog - whistle racism» after leaflets were distributed warning that the
borough could soon resemble diverse «
inner city» areas under Khan.
The administrative area was officially created in 1965 and covers the
City of London (including Middle Temple and
Inner Temple), the
City of Westminster and the other 31 London
boroughs.
