Some more successful head coaches have a
lot of input into which players the teams will sign, most famously New England Patriots Head Coach
Bill Belichick, but those cases are rare.
For example, when Obama and the democrats forced Obamacare through congress in 2009, with the republic party pretty much excluded from the crafting
of the
bill, a
lot of conservative and right wing people felt disenfranchised - a major change to their lives (that cost them quite a bit
of money) was made without their
input.
