Some of the world's most impoverished countries have made dramatic progress in their quest to ensure that all children get a basic
education, but political indifference, failed domestic policies, and broken financial promises have pushed the
international goal of universal schooling off target, according to UNESCO.
A new Gender Report compiled by UNESCO's EFA Global Monitoring Report (GMR) for
International Day of the Girl Child, shows that fewer than half of countries — of which none in sub-Saharan Africa — have achieved the
goal of gender parity in both primary and secondary
education, even though all were supposed to achieve it by 2005.
The Declaration outlines how technology can be used to achieve
education targets for equity, access, quality and lifelong learning in the Sustainable Development
Goals (SDGs) that will be used to coordinate
international development for the next 15 years.

goals of President Clinton's recent directive on
international education.
