Peers have inflicted a second defeat in as many days against the government, which must now look again at plans to
introduce elected police commissioners.
16 July 2003: Responding to the report by the joint committee on Lords reform, the government says that there is no consensus in parliament for
introducing any
elected element into the second chamber, only for removing the remaining 92 hereditary
peers and establishing a new independent appointments commission.
He said a 15 year timetable has been set out for the reform, with
peers elected for 15 year terms
introduced in three tranches, so there was no need to rush into decisions on Lords powers.
