The use of punishment
as a deterrent, and the effect of the penal system upon persons and
society as a
whole, raise
issues for moral judgment.
But
society as a
whole should not be content with merely doing such relief work or giving such partial attention to
issues,
for it can prolong the problems.
When we think about,
for example, what the state of unemployment is in the US or the extent to which the average American encounters crime, one relevant source of information is this perception of
society as a
whole: If one's impression is that America

whole is doing badly, then one would infer that the situation
for a specific
issue would be rather negative
as well.
To keep up the illusion that growth is making us richer we deferred costs by
issuing financial assets almost without limit, conveniently forgetting that these so ‐ called assets are,

whole appears to respect the judicial system (although most would probably like it to be more transparent, particularly the process
for choosing new judges at almost every level of court).
