He talks about the Food and Grocery Code of Conduct, misleading health claims, recent work in agriculture and the ACCC's role in assisting with competition issues and free trade agreements.

Mr Norgate says in his report that many of the competition issues he faced are similar to those presented by the Murray Goulburn and WCB merger.

ACCC Chairman, speaking at the Australian Farm Institute Conference in Melbourne today, has discussed the implications of competition policy for Australian agriculture, including commenting on the «national champions» argument (expressing the view that promotion of national champions «takes us in the opposite direction to reform that makes markets work better»), the misuse of market power provision and collective bargaining issues.

Headed «The greatest Australian competition reforms in 20 years» the piece works through the political context to the Review, the «extraordinary» breadth of the review, the panel and timing of the review, the «likely appetite for further deregulation», possible agency reforms, possible «trimming» of the laws, small business issues and more - it runs for eight pages and is well worth reading.

Suggest more consideration needed of national champions issue and that s 15 should make clear that the formation of national champions «can be in accord with current competition policy».

This decision followed a Statement of Issues released in March and was described by the ACCC Chairman as a «difficult decision» because «competition will be reduced»; the ACCC concluded, however, that that reduction would not be substantial.

«There are more competition issues with Murray Goulburn than with Bega because Murray Goulburn is a big purchaser of milk in the Warrnambool area and Bega is not,» Mr Sims said.

The Commission, which regulates industrial competition in the country, made the statement following the issue of a review into Fonterra's farm gate milk prices (FGMP)- the price paid by dairy processors, such as Fonterra, to dairy farmers for their raw milk.

ACCC Chairman, Rod Sims, opened the event yesterday, again noting that the «ACCC has in the order of 30 in - depth competition investigations, under way covering many fascinating issues», including around 10 relating to cartels and 10 to misuse of market power.

Sims» speech also sets out the ACCC's activities in relation to a number of areas of competition law (cartels, anti-competitive agreements and practices, MMP (noting the ACCC has «about» 10 in depth investigations underway)-RRB- and touches on the Harper Review and Murray Report as well as key issues surrounding privatisation, communications and water.
