The last hour has seen the political and
constitutional reform committee
issue a report complaining that the government's ignoring its recommendations about going to war; Labour have put out a line on the strikes, saying they're «usually a sign
of failure»; and the Institute for Government is telling us that Whitehall is leading the way in headcount reductions, with an overall reduction
of 8.4 % since the comprehensive spending review in October last year.
Contemporary organised demand for
constitutional reform traces back to the late 1970s, yet even before then, isolated intellectuals — «a voice crying in the wilderness» — had tried to make an
issue out
of a written constitution for Britain that would include a Bill
of Rights.

Just on
constitutional reform, which continues to be a big interest for you: looking back at the sweep
of New Labour in office under Blair and now Brown, hasn't it been a big failure really on what Roy Jenkins called «breaking the mould»
issues: Lib - Labbery, elected second chamber - you must be disappointed with that record.

It is notable that the most important
issue of the moment - economic stability - features lowest in the ranking
of contested bills, while the most irrelevant
issue in terms
of voters» priorities,
constitutional reform, is expected to be the most heavily fought - over.
The Commons» political and
constitutional reform committee said moves to end a ban on the monarch marrying a Catholic opened up related
issues about the Church's links with the head
of state.
By early evening, Governor Andrew Cuomo and legislative leaders had reached a deal on a number
of issues including a redistricting plan, expansion
of the state's DNA data base, pension
reform, and a
constitutional amendment to allow up to seven new gambling casinos in New York.
The junior minister in charge
of constitutional reform, Mark Harper, acknowledged then that «currently the first three members
of the royal family in line to the throne are all male and so we have some time until there may be a pressing
issue to address».
It was conducted in almost complete isolation from the real
issue — whether AV is a better way
of electing the people who represent us — and so can not be taken as an indication
of the public's apathy to
constitutional reform.
If this campaign is not to become the most depressing in modern times the central
issues, apart from sovereign debt, should be these: urgent
reform of the City; the need to build a more balanced economy; youth unemployment; poverty in an era
of spending cuts and pay freezes; electoral
reform and a new
constitutional settlement; the European Union and Britain's place within it; withdrawal from Afghanistan and a multilateral foreign policy.
Constitutional reform is dismissed as political geekery, something that is way down the average voter's list
of issues, if on it at all.
Indeed, there are many aspects
of the coalition government's programme
of which we approve, notably its commitment to
constitutional reform and enhanced civil liberties, and the willingness
of the Work and Pensions Secretary, Iain Duncan Smith, to make poverty and dispossession a defining
issue of our political discourse.
The stronger SNP presence will also serve as a constant reminder
of the more pressing
constitutional reform issues likely to dominate the new Parliament.
But voters care little for such things — it's the «bread and butter»
issues of the economy and the NHS that matter, not political and
constitutional reform.

Practice Directions are made under powers in the
Constitutional Reform Act 2005 by the Lord Chancellor who can delegate his authority to the Lord Chief Justice, who can delegate to the President
of the Family Division (family proceedings Practice Directions
issued by the President are endorsed as being approved by the LCJ).
Even then it raises the
issue of how enthusiastic a government will be to immerse itself in the
constitutional quagmire that is the
reform of the House
of Lords — an
issue that has dogged parliamentarians since 1911.
