At the risk of eliciting personal attacks for asking an honest
question in an attempt to understand the
issue here, I'm wondering if one of the experts could enlighten me.
As to your
question about addressing the
issue on emotional grounds, whole books could (and have) been written on this; some have been linked
here in the past.
While I'm not looking into Lacey Act
issues here in Colombia, your
question sparked a tangential thought about some of the rhetoric we're hearing.

Most of that broadcast was devoted to the «wonders» of wind power; and denigrating anybody with the hide to raise the
issue of the harm caused to wind farm neighbours, or with the sense to
question the merits of backing a technology which was abandoned
in the 19th century, for obvious reasons (see our post
here).
I think the thing that's interesting
here though is it's not just this
issue with Diablo; it's not just a
question of trust
in the PUC.
