If 21 members of the Senate and 81 members of the House of Representatives judge by vote taken by call of the yeas and nays that such assembling of the General Court is necessary, specifying in such vote the facts constituting such necessity, the General Court shall then complete its organization as a
special session, proceed to the consideration of the suspension of
Joint Rule 12A which if suspended by the required two - thirds of the members of both
branches shall permit the General Court to proceed to the consideration of matters properly before it.
