justice framework through three main areas of focus: expeditionary learning, the arts, and technology.

The problem with access to
justice is a function of the existing regulatory
framework, which ABS doesn't change — namely that legal services must be provided by lawyers who, in order to become lawyers, must be highly skilled people (in order to jump
through the hoops to become lawyers), and who typically have high reservation wages (i.e., they don't need to be lawyers, they could get good jobs in other fields).
It makes sense to collect and utilize existing research and, in any event, what is learned about locating, archiving and organizing research
through this study will also be useful as the body of
justice research in BC begins to grow under the
framework.
Meanwhile, Clicklaw Wikibooks, a project I administer
through Courthouse Libraries BC (in collaboration with others in the
justice sector), is also evaluating its open licensing
framework.
The Committee acknowledges that significant progress has been achieved in the enjoyment of economic, social and cultural rights of Indigenous peoples,
through the COAG
framework and the national strategy on Indigenous violence; the diversionary and preventative programs aimed at reducing the over representation of young people in the criminal

framework and the consultative and representative processes which are created by this, provide a forum
through which such issues may be brought to the negotiating table on a regular basis and with the presence of relevant government agencies.

through national
framework legislation for juvenile
justice and care and protection systems.
