But we have survived by moving our children out of the highchair a bit later (2 + years), and using
a kitchen step ladder for our third child (who is now 3 years).
If I did it again with the same financial constraints, I would definitely use
the kitchen step ladder for all three children.

In the (not - so - long - ago) old days, the only option for a
kitchen step stool to allow children to help out at the
kitchen counter at counter-height was to push a chair or
step -
ladder up to the counter or sink.
Around the house I have
step stools (one in the
kitchen and one in the bathroom) and a 4 ′
step ladder that I keep in the closet if I need to get just a little higher.
