by commercial interests which will see to it that the public never receives this message.

commercial dog breeders and the Pennsylvania Veterinary Medical Association.Â
By banding together these farm and animal related special
interest groups, and their lobbyists, have held hostage the will of the majority of Pennsylvanians who realize that the state's laws, especially as they pertain to dogs, are
largely antiquated and ineffective.
