Numerous votes on the House floor have targeted funding for research and development, loan programs for clean energy, and regulatory requirements that are based in science and will lead to technological development.

But in counting the ways, Republicans and Democrats on the House Committee on Science, Space, and Technology have come up with very different proposed budget numbers for the leading funder of the physical sciences in the United States, the Department of Energy's (DOE's) Office of Science.

The House of Representatives, led by Republicans, so far has been unwilling to pass a «clean» funding bill that would temporarily extend the 2013 budget into 2014, at current spending levels.

Five days earlier, 70 House members led by abortion opponent Jay Dickey (R - AR) had written an equally harsh letter to Shalala, complaining that HHS is misreading a recent law that bans U.S. funding of research that involves the destruction of human embryos.

The Republican Senate bill follows the House's lead and change the way all Medicaid funding is distributed, effectively cutting the federal contribution by more than $ 800 billion over the next decade.
