Mr. Henry Bergh founded the American Society for the Prevention of Cruelty to Animals in April, 1866, three days after the first effective
legislation against animal cruelty in the United States was passed into law by the New York State Legislature.
Yet, many rescues have crossed them off their list instead of advocating enforcement of
animal cruelty laws
against perpetrators, fighting for favorable
legislation and rallying to protect the beleaguered breed.
The HSUS recognized Reps. Grogins and Urban for their work on several fronts: increasing penalties for
cruelty to
animals, taking action
against cruel puppy mills through passage of the Pet Lemon Law, banning Internet hunting, and passing
legislation to increase likelihood of adoptions in municipal shelters.
