Given the current political climate and the limited discretionary resources available to the Secretary of Education, it is unrealistic to imagine that the DoED would play an active role in state -
level school reform efforts.

Spurred by rapid globalization and a shift toward an increasingly information - driven economy, nations throughout the world are
reforming their
schools in an
effort to educate greater numbers of students to a higher skill
level.
The good news is that, in large part because of NCLB and the accountability measures that federal law has encouraged at all
levels of
school reform — not to mention the dogged
efforts of Diane Ravitch and Sol Stern to keep Bloomberg and Klein on their toes — these arguments are smarter and more refined — and, yes, despite public relations — more transparent.

Schools last week announced plans for an unusual joint project that will link state -
level education
reforms with building -
level restructuring
efforts.
Alonso served as CEO of Baltimore City Public
Schools (City
Schools) for six years, where he led a
reform effort marked by a rebalancing of authority and responsibility among stakeholders, the building of a coalition in support of City
Schools, leading edge labor contracts, and a focus on individual students and teaching and learning that yielded marked improvement in achievement and climate data across all
levels, the first increases in enrollment in 40 years, and widespread political and ground root support for what have been divisive
reform strategies in other districts.
The consensus appears to be that these higher
levels of performance have less to do with policy than with everything else: the «ecosystem» of
reform in a given place (usually a city) and its network of «human - capital providers,» expert charter - management organizations, leadership - development programs,
school - incubator
efforts, local funders and civic leaders, etc. — in other words, what conservatives like to call «civil society»: the space between the government and the individual (in this case, between government and individual
schools).
Discipline
reform efforts are also underway at the state and
school - district
levels.

reform efforts, teacher leaders worked on district mathematics committees, facilitated grade -
level meetings, presented at
school board meetings, led professional development sessions and took on many other leadership roles.

levels of the system are engaged in
reform.

efforts to
reform the funding formula were short - lived, and the state's «hold - harmless» provision has led to huge disparities in per - pupil funding
levels between
school districts.

level factors at each
school site, as well as the extent of the
reform effort at that

level HLM analyses investigating the relationship between students» spring comprehension, fluency, and writing scores and the
school reform effort score for the total sample of 877 students in the 11 project

schools included separately across Years 1 and 2).
