Relatively little is known about
social gradients in developmental outcomes, with much
of the research employing dichotomous socioeconomic indicators such as family poverty.2 5 16 Thus, it is unclear whether poor developmental outcomes exhibit threshold effects (evident only when a certain
level of disadvantage is exceeded), gradient effects (linear declines with increasing
disadvantage) or accelerating effects (progressively stronger declines with increasing
disadvantage) as suggested by some recent studies.17 — 19 Further, most research has examined socioeconomic patterns for single childhood outcomes1 or for multiple outcomes within the physical3 4 or developmental17 18 20 health domains.
Similarly in late June 2005, all Australian governments reaffirmed their commitment to «advance reconciliation and address the
social and economic
disadvantages experienced by many indigenous Australians» at the meeting
of the Council
of Australian Governments.38 This Communique © from COAG commits to indigenous participation at all
levels; engagement with representative organisations; flexible approaches and adequate resources to support capacity at the local and regional
levels.39 The Communique © also recognised the importance
of a learning approach to service delivery and policy development.
Women who experience IPV may also be more likely to live in communities with higher

While children from CALD communities can have high
levels of resilience and resourcefulness, recent research shows that they also face
disadvantage in health, education and access to
social opportunities (1).
For both men and women, general support for
social inequality was associated with endorsement
of traditional gender power dynamics in the bedroom, which is perhaps not surprising (i.e., if you support inequality at a general
level, you are likely to support more specific forms
of inequality, even those that personally
disadvantage you).
One
of those
disadvantages for students from low - SES families and neighborhoods is that they can have lower
levels of social - emotional competence than other students.

of local communities (derived from ABS Census data), such as information on median personal and household income, mortgage repayment and rent; average number
of persons per bedroom and household size; employment; non-school qualifications and housing type for Aboriginal residents in each area.57
Parents living in
disadvantaged communities with high
levels of chronic unemployment, poverty,
social exclusion, criminality, violence and substance abuse problems as well as parents
of children with behavior problems; parents
of children who are performing poorly in school; parents in families with substance abuse issues; parents in families with a history
of violence, abuse, or neglect; parents with difficulty managing their child's behavior, and lastly, parents who are at high risk
of abuse and neglect
In addition, broader commitments at the
level of the Council
of Australian Governments (COAG) to address Indigenous
disadvantage can also be considered an address to Aboriginal and Torres Strait Islander health to the degree they address the
social determinants
of health.
The Commonwealth, State and Territory governments have also responded to the alarming
levels of disadvantage in Indigenous communities with policies aimed at economic and
social development for Indigenous people.
In recognition
of this and the current
level of disadvantage faced by Indigenous Australian, the Australian Government has nominated Indigenous Australians as a priority group in the
social inclusion framework.
