I haven't tried that, so I can't say for sure... you might have better luck with something
like oat flour (ground from GF oats).
I would recommend using one of these or another fine flour
like oat flour for kneading - the wheat bran in whole wheat flour can cut up the gluten strands and make it more difficult for a moist dough like this to rise properly.

What you could do is blend up the oats first to create more
like an oat flour, then use that with the rest of the ingredients!
Like oat flour, buckwheat flour is gluten free so replacing all the white flour in a recipe with buckwheat flour won't yield the best results.
