likely to play out, but if Xi is able to consolidate power enough to impose the reforms proposed during the Third Plenum, Chinese
growth rates will continue to
decline sharply but
in an orderly way.
Though WMT's
growth is decelerating and may
decline, it is not
likely that the company will incur a permanent 35 % reduction
in profits as implied by the market's current valuation of the stock.
As a result, what is now considered a neutral policy rate for a central bank — one that neither stimulates nor restrains

growth catalyst for the industry.
