The Governor has claimed to have kept
SOF spending growth to 2 percent or less in every year of his tenure.2 However, for the second year in a row, the budget remains within this
limit because (1) items previously categorized as state operating spending have been shifted to «off budget» accounts; (2) cash disbursements have been shifted between fiscal years; and (3) other spending items have been reclassified.3
In order to weigh the expected costs and benefits in a world where we have
limited resources and must make trade - offs (e.g. lots of intermittent wind power at the cost of less health care, transport or communications infrastructure, or even simple holidays and bottle
