lines over teacher evaluations in California were drawn in Sacramento Wednesday, as lawmakers narrowly moved along legislation that would use student test scores as a key component.

For years, Gov. Andrew M. Cuomo took a hard -
line approach to reforming New York's schools, calling on the state to mandate rigorous
evaluations for
teachers and to turn schools that fail to meet certain standards
over to an outside receiver to operate.
But perhaps the biggest fight Cuomo will face is
over his drawing a
line in the sand
over teacher evaluations.
Rarely in education issues as complex as
teacher evaluation do courts issue bright -
line, black - or - white rulings; rather, as Ruszkowski put it, «we are continuing to implement this year
over year knowing that the courts will have to work it out.»
