Interestingly, respondents assigned
their local middle schools grades that were, on average, one - quarter of a letter grade lower than the grades they assigned their local elementary schools (see Figure 1).

school grades — and found vast disparities throughout the country in how districts spend state and
local dollars on Title I
schools.
