Citywide schools are those that accept applications from the entire city without serving any particular
local school attendance zone.
Under an intradistrict choice policy, a family is able to choose any traditional public school within their school district, even if it falls outside of
their local school attendance zone.
Not exact matches
In extreme cases, however,
attendance zones are deliberately drawn to exclude poor students from affluent
schools.60 However, gerrymandering
attendance zones is far less common than drawing
zones that merely reflect the characteristics of the
local area.61 Most
school assignment systems sort students based on their place of residence, mimicking patterns of housing segregation.
Other state laws restrict
attendance zones for charter
schools, making it more difficult for charters to attract a diverse population from a wide geographic area.63 And even state laws that require charter
schools to mirror
local demographics could end up concentrating poverty.
For those
schools, the supplement will equal the average
local per - pupil funding for the
school systems that comprise the actual
attendance zone when that average is lower than the state average.
Other possible reasons why public
school segregation increased as neighborhoods became more integrated include gerrymandering of public
school attendance zones by race or class and other decisions made by
local public
school boards.
