board members has kept alive a proposal to revise the funding model for charter
schools to require districts to pay a
set tuition rate for each child from the district enrolled in a charter
school.
Of course, that overlooks one of the major problems and that is how does a publicly elected municipal
board of education legally allow a charter
school to be
set up in its district when that charter
school doesn't even allow a
local elected
board to citizens to oversee it.
As states and districts work to implement the law, Congress must recognize the critical role of
local school boards to lead the
local district planning process and
set policy and programs to best meet student learning needs.
