I think what's missing is the context of the event — I would assume a hotel ballroom is for a more dressed - up affair, so that's why cardigans wouldn't be a good match — they're too casual and take away from the fanciness of the event Cardigans over a dress would be fine for casual events, but again, if you're wearing a nicely cut dress and throw
a long cardigan over it, it's taking away from the effect of the dress.
