The hierarchy of power remained the U.S. embassy at the pinnacle, the Salvadoran military and
economic elites a little below, and the civilian government
looking good in U.S. papers but nearly powerless in practice.
Paul Cheetham, Senior Lecturer in Archaeological Sciences and co-director of the project, added, «We are
looking at the rural
elite of late - Roman Britain, living through the
economic collapse that took place during this period.
