in their programs, consistent with DOT's EJ Order.
Each OA whose programs, policies, or activities may result
in disproportionately high and adverse
human health or environmental
effects on minority or
low - income populations will develop or update OA tools and documents on EJ, consistent with the DOT EJ Order.
