The impact of this effect is controversial and there is much uncertainty regarding
the magnitude of rebound effects associated with energy efficiency improvements.
While it has long been known that cost - effective energy efficiency measures are beneficial to economic welfare and therefore worth pursuing on grounds other than climate change mitigation,
the magnitude of rebound effects and their implications for the utility of energy efficiency as a climate change mitigation strategy remain contested.
While the terms can be distinguished by

We do agree with Azevedo and co. that there are lots of uncertainties with regard to
the magnitude of rebound effects associated with energy efficiency improvements.
